A. 
Construction of new developments, with streets, roads and rights-of-way leading to or from existing traffic ways which are under construction or being completed, must be properly surveyed and with signs posted, by the developer, prior to occupancy.
B. 
This survey and posting of signs shall consist of the erection of stop, yield, one-way, speed limit and any other traffic signs that are proper for the area, after a survey conducted by a qualified engineering firm. This will be accomplished prior to any certificate of occupancy being issued.
C. 
"Occupancy" is defined as the presence of one or more individuals residing in a housing unit.
