Pursuant to the provisions of the MGL c.40, § 8B, there is hereby established a Council on Aging, consisting of nine members to be appointed by the Board of Selectmen, who shall be voters and residents of the Town. They shall be appointed as follows: three members for three years, three members for two years and three members for one year and thereafter for terms of three years. The Council shall annually elect its Chairman and other officers as it deems appropriate.
The duties of the Council shall be to:
A. 
Identify the total needs of the community's elderly population, educate the community, and enlist support and participation of all citizens concerning these needs;
B. 
Design, promote, or implement services to fill these needs, or coordinate present existing services in the community;
C. 
Promote and support any other programs designed to assist elderly programs in the community.
Said Council shall cooperate with the Commonwealth of Massachusetts, Department of Elder Affairs, and shall be cognizant of all state and federal legislation concerning funding, information exchange and program planning which exists for better community programming for the elderly.
The Council on Aging shall give an annual report to the Board of Selectmen, with a copy of that report directed to the Commonwealth Department of Elder Affairs.
