The owner or custodian of a dog who, through any act or omission, negligently permits his or her dog, which had previously been determined to be dangerous pursuant to Article
IV, to attack or bite a person or to bite and injure a companion animal, domestic animal or farm animal or any person who violates Article
V by keeping a harmful animal shall be fined not less than $500 and not more than $1,000 and/or imprisoned for a term not to exceed 15 days, or both, at the discretion of the court. Each day, or part thereof, on which any such violation shall exist shall be deemed a separate additional violation, provided that such new accusatory instrument is issued.
