The Council of the City of Watervliet, New York, shall have the power and authority to increase the salary or compensation of any city officer or employee at any time during any fiscal year of the city, whether before or after the appointment of any such employee and before or after the commencement of the term of any such officer and whether or not such salary or compensation shall previously have been fixed or provided for in the budget of said city for said fiscal year. Any such increase which the Council of the City of Watervliet may make after the adoption of the budget for any fiscal year of the city which shall become effective during said fiscal year may be paid from any available funds or accounts.
As used in this Article, the following terms shall have the meanings indicated:
CITY OFFICER OR EMPLOYEE
Includes all persons whose salaries or compensation is paid out of the treasury of the City of Watervliet, including elective officers.
This Article shall supersede the provisions of § 25 of the General City Law to the extent that said section is inconsistent with this Article and shall supersede L.L. No. 2-1959 of the City of Watervliet, New York, adopted the eighth day of January 1959.
