The following regulations are hereby made in accordance with Article 39, Regulation of Traffic by Cities and Villages, § 1640 of the Vehicle and Traffic Law of the State of New York.
Traffic control signals shall be installed and operated at the intersections of those streets described in § 230-39, attached to and made a part of this chapter. Whenever traffic is controlled by a traffic control signal, other than lane direction control signal indications provided in § 1116 of the Vehicle and Traffic Law of the State of New York, exhibiting different colored lights, or colored lighted arrows, successively, one at a time or in combination, only the colors green, yellow and red shall be used, and said lights shall indicate and apply to drivers of vehicles and pedestrians as follows:
A. 
Green indications.
(1) 
Traffic, except for pedestrians, facing a steady green signal may proceed straight through or turn right or left unless there is a sign to prohibit such turn. Such traffic, including when turning right or left, shall yield the right-of-way to other traffic already lawfully in the intersection, pedestrians in the intersection, or emergency vehicles approaching the intersection with their emergency lights flashing.
(2) 
Traffic, except pedestrians, facing a steady green arrow signal may cautiously enter the intersection only to make the movement indicated by the green arrow, or such other movement as is permitted by other indications shown at the same time, except that a U-turn may be made by traffic facing a left green arrow signal unless a sign is posted to prohibit such a turn or such a turn is in violation of any other provision of law. Such traffic shall yield the right-of-way to other traffic lawfully in the intersection, pedestrians in the intersection, and emergency vehicles entering the intersection with their emergency lights flashing.
(3) 
Unless otherwise directed by a pedestrian control signal as provided in § 1112 of the Vehicle and Traffic Law of the State of New York, pedestrians facing any steady green signal, except when the signal is a green turn arrow, may proceed across the roadway within any marked or unmarked crosswalk.
B. 
Yellow indications.
(1) 
Traffic, except for pedestrians, facing a steady circular yellow signal may enter the intersection; however, said traffic is thereby warned that the related green movement is being terminated and that a red indication will be exhibited immediately thereafter.
(2) 
Traffic, except pedestrians, facing a steady yellow arrow signal may cautiously enter the intersection only to complete the movement indicated by such arrow or make such other movement as is permitted by other indications shown at the same time; however, said traffic is hereby warned that the related green arrow movement is being terminated and that a red indication will be exhibited immediately thereafter.
(3) 
Unless otherwise directed by a pedestrian control signal as provided in § 1112 of the Vehicle and Traffic Law of the State of New York, pedestrians facing any steady yellow signal are thereby advised that there is insufficient time to cross the roadway before a red indication is shown, and no pedestrian shall then start to cross the roadway.
C. 
Red indications.
(1) 
Traffic, except pedestrians, facing a steady circular red signal, unless to make such other movement as is permitted by other indications shown at the same time, shall stop at a clearly marked stop line, but, if none, shall stop before entering the crosswalk on the near side of the intersection or, in the event there is no crosswalk, at the point nearest the intersecting roadway where the driver has a view of the approaching traffic on the intersecting roadway before entering the intersection, and shall remain stopped until an indication to proceed is shown except as provided in Subsection C(2).
(2) 
Traffic facing a steady circular red signal may cautiously enter the intersection to make a right turn after stopping as required in Subsection C(1), except that right-turning traffic is not required to stop when a steady right turn green arrow is shown at the same time. Such right-turning traffic is prohibited when a sign is posted at the intersection which indicates "No Turn on Red." Such traffic will also yield right-of-way to pedestrians within the intersection, all other traffic lawfully using the intersection, and emergency vehicles with their lights flashing.

The speed limit for both directions of travel along all of the streets in the Village shall be 30 miles per hour, except that the speed limit along the streets or parts thereof described in § 230-40, attached to and made a part of this chapter, is hereby established at the rate of speed indicated.
No person shall drive a vehicle at a speed in excess of 20 miles per hour in the school zones indicated in § 230-41, when school is in session, between the hours of 7:00 a.m. and 6:00 p.m.
The streets or parts thereof described in § 230-42, attached to and made a part hereof, are hereby designated as one-way streets in the direction indicated.
No person shall make a U-turn on any of the streets or parts of streets described in § 230-43, attached to and made a part of this chapter.
No person shall make a turn of the kind designated (left or right, all) at any of the locations described in § 230-44, attached to and made a part hereof.
No person shall make a right turn when facing a steady red signal at any of the locations indicated in § 230-45.
The streets or parts of streets described in § 230-46, attached to and made a part hereof, are hereby designated as through streets. Traffic control devices shall be installed on each street intersecting the through street.
The intersections described in § 230-47, attached to and made a part of this chapter, are hereby designated as stop intersections. Stop signs shall be installed as provided therein.
A. 
Stop signs. Except when directed to proceed by a police officer, every driver of a vehicle approaching a stop sign will come to a complete stop at a clearly marked stop line, but if none, then will stop before entering the crosswalk on the near side of the intersection, or if in the event there is no crosswalk, at the point nearest the intersecting roadway where the driver has a view of the approaching traffic on the intersecting roadway before entering the intersection, and the right to proceed will be subject to the provision of Subsection B of this section.
B. 
Vehicle to yield right-of-way at stop intersection. Except when directed to proceed by a police officer, every driver of a vehicle approaching a stop sign will come to a complete stop as required by Subsection A of this section and after having completely stopped shall yield the right-of-way to any vehicle which has entered the intersection from another highway or which is approaching so closely on said highway as to constitute an immediate hazard during the time when such driver is moving across or within the intersection.
The intersections described in § 230-48, attached to and made a part of this chapter, are hereby designated as yield intersections. Yield signs shall be installed as provided therein. The driver of a vehicle approaching a yield sign shall in obedience to such sign slow down to a speed for existing conditions, or will stop if necessary as provided in § 230-13, and will yield the right-of-way to any vehicle or pedestrian approaching the intersection from another highway or crosswalk so closely as to constitute an immediate hazard during the time such driver or pedestrian is moving across or within the intersection; provided, however, that if such driver is involved in a collision with a pedestrian in a crosswalk or a vehicle in the intersection after driving past a yield sign without stopping, such collision shall be deemed prima facie evidence of his/her failure to yield the right-of-way.
A. 
Vehicle weight limits.[1]
(1) 
All trucks, tractors and tractor-trailer combinations having a total gross weight in excess of five tons are hereby excluded from all highways within the Village, except from those highways listed in Subsection B below. This provision is not meant to prevent the pickup and delivery of merchandise or other property along the highway from which said vehicles and combinations are excluded.
(2) 
In any residential district, vans and trucks of more than one ton carrying capacity shall not be parked in front, side or rear of yards.
(3) 
Heavy equipment, including, but not limited to, excavators, dump trucks, skid steers, dozers, backhoes, graders and scrapers, shall not be parked in any residential district except during service calls when needed to perform work on the residential site.

(4) 
All trucks, vans, trailers or any combination thereof, used for commercial use, including, but not limited to, lawn maintenance, landscaping, paving and construction, shall not be parked on any residential street except for service calls.

B. 
Truck route system. The highways described in § 230-49, attached to and made a part of this chapter, are hereby designated as a truck route system upon which all trucks, tractors and tractor-trailer combinations having a total gross weight in excess of five tons are permitted to travel and operate.
The provisions of the following sections shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
No person will park any vehicle at any time upon any of the streets or parts thereof described in § 230-50, attached to and made a part of this chapter.
No person will stop any vehicle upon any of the streets or parts of streets described in § 230-51, attached to and made a part of this chapter.
No person will stand any vehicle upon any of the streets or parts of streets described in § 230-52, attached to and made a part of this chapter.
No vehicle will be parked on the public streets of the Village of North Syracuse from November 15 to April 15, between the hours of 1:00 a.m. and 6:00 a.m., and in accordance with the provisions of § 230-53 which is attached to and made a part of this chapter.
No person shall stop a vehicle during the time specified in § 230-54 of any day, unless otherwise indicated upon any of the streets or parts of streets described in said section, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in §§ 230-52 and 230-55 of any day, unless otherwise indicated, upon any of the streets described in said sections, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in § 230-56 at any time between the hours listed in said section of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said section, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in § 230-58 except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in § 230-59, attached to and made a part of this chapter, are hereby designated as loading zones.
The locations described in § 230-60, attached to and made a part of this chapter, are hereby designated as taxi stands.
The locations described in § 230-61, attached to and made a part of this chapter, are hereby designated as bus stops.
Parking or standing is prohibited in all areas designated as fire lanes by the Village of North Syracuse. Fire lanes can be designated as part of the site plan approval process. A list of designated fire lanes is filed in the Village Clerk's office.

The streets or parts thereof described in § 230-62, made a part hereof, are designated as streets on which no through traffic is permitted. Appropriate signage shall be erected designating the street, or portion thereof, as one on which no through traffic is permitted.
