The Township Committee shall appoint from its membership a Chairperson of the Public Works Department, hereinafter referred to as "Commissioner," who shall have general cognizance and supervision over the Public Works Department.
The Department of Public Works shall be operated under the direction of the Superintendent of Public Works, whose duties shall be as follows:
A. 
To maintain in clean, sanitary and operative condition all municipal public ways and places, sanitary sewers, storm sewers, culverts, sluice gates, public parking spaces and other appurtenances insofar as funds are available and except as otherwise assigned by the Township Committee.
B. 
To prepare and submit the necessary data and recommendations required for the annual budget for his Department.
C. 
To maintain public records of all work performed under his supervision and to prepare, in due form, all payrolls for his Department as prescribed by Chapter 19 of this Code.
D. 
To supervise the preparation of all public vouchers pertaining to his Department and certify to the receipt of materials and services.
E. 
To preserve and maintain in good condition all buildings, machinery and equipment assigned to his Department.
F. 
To perform such duties as may be specifically assigned by other provisions of this Code or as may be directed by the Commissioner.[2]
