Washington Township shall join, with other municipalities, the Association[1] and become a member of it in accordance with the Pennsylvania Intergovernmental Cooperation Act.[2] In addition, the Township shall become a party to the intergovernmental contract for the Association, which contract is incorporated by reference herein as if more specifically set forth at length. A copy of the contract shall be filed with the minutes of the meeting at which this article is adopted.

The Chairman or Vice Chairman of the Board of Supervisors of Washington Township is hereby authorized to execute the intergovernmental contract on behalf of the Board of Supervisors of Washington Township. The Township Secretary shall attest the signature of the Chairman or Vice Chairman.
The Township Manager is hereby appointed as a representative of Washington Township to represent it at the Association. The Board of Supervisors may change the position of the person who shall represent Washington Township at the Association by resolution adopted from time to time by the Board of Supervisors.
The Board of Supervisors hereby designates the Association as having official custody of the funds that Washington Township invests with the Association, pursuant to the terms of the intergovernmental contract.
As required by the Intergovernmental Cooperation Act,[1] the following matters are specifically found and determined:
A. 
The conditions of the agreement are set forth in the intergovernmental contract referred to in § 7-1 of this article.
B. 
Washington Township's participation in the Association shall be terminable at any time by ordinance.
C. 
The purposes and objections of the agreement are set forth hereinabove and the intergovernmental contract and actions contemplated hereby, and purposes and objectives contained herein, are otherwise legal as a part of a pooled arrangement with other governmental units, thereby achieving economic and other advantages of intergovernmental cooperation.
D. 
It is not necessary to finance the agreement authorized herein from municipal funds, except through the contribution of Washington Township's basis rate (as such term is defined in the intergovernmental contract) to the Association.
E. 
The Association shall be managed by a board of commissioners or executive committee as set forth in the bylaws of said Association, a copy of which has been provided for review in connection with the adoption of this article.
F. 
All property, real or personal, shall be acquired, managed or disposed of by the Association, in accordance with the terms of the intergovernmental contract.
