No person shall at any time operate any motor vehicle in excess of posted weight limits on any posted road or bridge in Washington Township, Erie County, Pennsylvania, as hereinafter set forth.
Official signs shall be placed at each end of any posted road or in order to give appropriate warning to the public.

This article shall not prohibit vehicles in excess of posted weights which are:
A. 
Emergency vehicles or school buses.
B. 
Motor vehicles owned or operated by the Township or motor vehicles being operated on behalf of the Township by contractors or material men which are engaged in the construction, repair or maintenance of streets, street improvements or street utilities.
C. 
Garbage trucks making local pickups.
D. 
Commercial vehicles which are picking up or making local deliveries to residents, provided that said vehicle has received a Township permit or approval.
The owner of any commercial vehicle which shall be operated in accordance with § 131-24D shall first be required to obtain a permit from Washington Township as follows:
A. 
Permits may be conditioned by limiting the number of trips or by establishing seasonal or other time limitations or geographic limitations or by otherwise limiting or prescribing conditions of operation under the permit, as the Washington Township Council shall deem necessary.
B. 
The Washington Township Council may require such bond, undertaking or security as it deems necessary to compensate for any damage which may occur as a result of use of the permit.
C. 
A permit issued pursuant to this section shall be revocable for cause.
D. 
The permittee shall be liable for all damage to any bridge, highway, state routes, roadway or street or to any structure or appurtenance sustained as a result of operating or moving under said permit.
Any person who shall violate any of the provisions of this article shall, upon summary conviction before a District Justice, be sentenced to pay a fine in accordance with the provisions of Section 4902(e) of the Vehicle Code[1] for the Commonwealth of Pennsylvania, and, if destruction of road or bridge occurs from exceeding posted limits, that that person be responsible for all costs, including materials, labor, etc., involved in replacing said road or bridge to original condition or replacement cost as set by Washington Township Council.
