A. 
This chapter sets forth uniform requirements for direct contributors to the sewerage system of the Lancaster Area Sewer Authority and enables the Authority to comply with all applicable state and federal laws including the Clean Water Act of 1977, as amended, and Federal pretreatment regulations (40 CFR Part 403).
B. 
The objectives of this chapter are:
(1) 
To prevent the introduction of pollutants into the sewerage system that will interfere with the operation of the system or contaminate the resulting sludge;
(2) 
To prevent the introduction of pollutants into the sewerage system, which will pass through the system, inadequately treated, into the receiving waters or the atmosphere or otherwise be incompatible with the system;
(3) 
To improve the opportunity to recycle and reclaim wastewaters and sludge from the system;
(4) 
To provide for reasonable distribution of the operating cost of the sewerage system;
(5) 
To provide for the proper pretreatment of industrial waste prior to discharge into the sewerage system; and
(6) 
To provide adequate remedies and penalties for effective enforcement of pretreatment requirements, national pretreatment standards, and these Rules and Regulations.
C. 
This chapter shall apply to all users of the sewerage system. This Chapter provides for the regulation of users of the sewerage system through the issuance of permits; provides for monitoring, inspection, compliance, and enforcement activities; establishes administrative review procedures; requires user reporting, assumes that existing user capacity will not be preempted, and provides for the setting of fees for the reasonable distribution of costs resulting from the program established herein.
D. 
Except as otherwise provided herein, the Executive Director shall administer, implement, and enforce the provisions of this chapter.
Words, terms and phrases are listed under Chapter 40 of these Rules and Regulations. The words, terms, and phrases listed under Chapter 40 of these Rules and Regulations when used in these Regulations shall have the meaning ascribed to them in Chapter 40, except where the context indicates a different meaning.
