The Commissioners of York County, Pennsylvania, direct that an education program on the topic of AIDS shall be made available at least annually for all County employees.
The educational program shall include at least the following:
A. 
A description of the nature of the disease.
B. 
An identification of high-risk behaviors.
C. 
A description of the modes of transmission.
D. 
A description of preventive measures.
E. 
Identification of available AIDS counseling and testing sites.
F. 
Where applicable, a description of specific work-related infection control procedures for at-risk job duties.
It is the policy of this administration to provide a concerned and nondiscriminatory environment for individuals with AIDS or HIV infection. Persons with AIDS or HIV infection are to be treated with respect and dignity and are not to be denied any government service. York County employees and persons served by York County employees will not be discriminated against on the basis of their AIDS or HIV status.
