Where a public sanitary sewer is not available under the provisions of § 166-5, the building lateral shall be connected to a private sewage disposal system complying with the provisions of the rules and regulations of Article VIII of this chapter.
A. 
At such time as a public sewer becomes available to a property, as provided in § 166-5, a direct connection shall be made to the public sewer in compliance with this chapter, and any septic tanks, cesspools, and similar private sewage disposal facilities shall be abandoned and filled with suitable material.
B. 
The charge to connect plumbing facilities to sewer laterals for residential use, as required under § 166-5, shall be $2,500, provided actual installation costs do not exceed $5,000. In the event actual installation costs exceed $5,000, the user shall also be charged with the amount by which actual costs exceed $5,000.

C. 
The charge to connect plumbing facilities to sewer laterals for commercial use, as required under § 166-5, shall be the sole responsibility of the user.
