It is the desire and intention of the municipal authorities of the Township of Middletown, Bucks County, Commonwealth of Pennsylvania, being the municipal authorities of said Township, and it is hereby ordained and enacted by the authority of the same as follows: It is the desire and intention of the municipal authorities of the Township of Middletown, Bucks County, Commonwealth of Pennsylvania, to organize an Authority under the Municipality Authorities Act of 1945, approved May 2, 1945, P.L. 382, as amended and supplemented.[1]

The name of the proposed authority is "Middletown Township, Bucks County, Municipal Authority."
The proposed Articles of Incorporation of the proposed Authority are as follows:

Articles of Incorporation
To the Secretary of the Commonwealth of Pennsylvania:
In compliance with the Municipality Authorities Act of 1945, as amended and supplemented, the Township of Middletown, Bucks County, a municipality of the Commonwealth of Pennsylvania, pursuant to an ordinance duly enacted by the municipal authorities of said Township signifying such Township's desire and intention to form an Authority, hereby certifies:
A.
The name of the Authority shall be "Middletown Township, Bucks County, Municipal Authority."
B.
The Authority is formed under the Municipality Authorities Act of 1945, approved May 2, 1945, P.L. 382, as amended and supplemented.
C.
No other Authority has been organized under the Municipality Authorities Act of 1945, as amended and supplemented, or under the Act of June 28, 1935, P.L. 463, as amended, and is in existence in or for the said Township of Middletown. The School District of the Township of Middletown has or is about to form an Authority under the said Municipality Authorities Act of 1945 jointly with five other school districts to be known as "Lower Bucks County School Authority."
D.
The name of the incorporating municipality is the Township of Middletown, and the names and addresses of its municipal authorities are as follows: [Names and addresses may be obtained from Ord. No. 14].
E.
The names, addresses and terms of office of the first members of the Board of the Authority are: [Names and addresses may be obtained from Ord. No. 14].
The persons designated as the first members of the Board of the proposed Authority in the foregoing Articles of Incorporation are hereby specifically appointed as such for the respective terms of office specified in said Articles of Incorporation.
The Articles of Incorporation of the proposed Authority in substantially the form set forth in § 7-102 of this article shall be executed on behalf of the Township of Middletown by the Chairman of the Board of Supervisors of said Township and under its municipal seal, attested by the Secretary of the Board of Supervisors of said Township, and such officers are hereby authorized and empowered and directed to do all things necessary and appropriate to effect and establish said proposed Authority in conformity with the provisions of the Municipality Authorities Act of 1945, as amended and supplemented.
The first projects to be undertaken by the Authority shall be the acquiring, holding, constructing, improving, maintaining and operating, owning, leasing, either in the capacity of lessor or lessee, of sewers, sewer systems or parts thereof, sewage treatment works, including works for treatment and disposing of industrial wastes, incinerator plants, waterworks, water supply works, and water distribution systems in the Township of Middletown or parts thereof and for such other territory as it may be authorized to serve.
The adoption of this article is deemed necessary for the benefit and preservation of the public health, peace, comfort and general welfare and will increase the general welfare of the people of the Township of Middletown and of the territories adjacent thereto.
