A portion of Limestone Run situate in the Borough of Milton, Northumberland County, Pennsylvania, between the western curbline of Limestone Run and the entrance to the box culvert on Limestone Run east of parallel No. 18, Arch Street, is hereby restricted so that only persons who are under 12 years of age shall be permitted to fish along and in that portion of Limestone Run throughout each legal fishing season as designated each year by the Pennsylvania Fish Commission or designated Pennsylvania state regulatory agency.
As used in this article, the following terms shall have the meanings indicated:
YOUTH or YOUNG
Persons who are under 12 years of age.

A. 
Any person who shall violate any provision of this article shall, upon first offense, be issued a written warning ticket and charged a fee of $50 for each fish found in his or her possession which cannot be viably restored back into the stream. Any person found to violate any provision of this article as a second such violation shall receive a ticket and shall pay a fine of $150 and a fee of $50 for each fish found in his or her possession which cannot be viably restored back into the stream. Any person found to violate any provision of this article as a third or subsequent violation shall receive a ticket and pay a fine of $300 and a fee of $50 for each fish found in his or her possession which cannot be viably restored back into the stream.
B. 
All fines and fees shall be made payable to the Borough of Milton and delivered in full within 10 days of receipt of the ticket. Failure to pay fines and fees will result in additional charges and costs of prosecution to the fullest extent allowable by law.
