It shall be unlawful for any person to deposit on the surface
of any lot, yard, premises, park, alley or street or in any drain,
stream or body of water in the Village any garbage, carcass or other
putrescible matter. An exception is hereby granted to persons who
dispose of their garbage by means of a grinding machine, an acceptable
household or commercial garbage disposal unit connected with the Village
sewer system.

A. It shall be unlawful for any person who is not a resident of the
Village of Medina to bring any garbage, refuse or solid waste of any
kind into the Village of Medina for the purpose of disposing of the
same within the Village or for the purpose of placing the same at
the curbside of any street in the Village or otherwise offering the
same for collection by the solid waste collection service.
B. It shall be unlawful for any resident of the Village of Medina to
permit or allow any nonresident of the Village to place any garbage,
refuse or solid waste of any kind at the curbside of such resident's
property or to receive or accept from any nonresident of the Village
of Medina any garbage, refuse or solid waste of any kind for the purpose
of disposing of the same within the Village of Medina or for the purpose
of offering the same for collection by the solid waste collection
service.

It shall be unlawful for any person to place at the curbside
of any street in the Village or otherwise offer for collection by
the solid waste collection service any hazardous waste. For purposes
of this article, "hazardous waste" shall have the same meaning as
set forth in the Solid Waste Disposal Act. 42 U.S.C. § 6903,
and the regulations thereunder, and in the New York Environmental
Conservation Law § 27-0901, Subdivision 3, and the regulations
promulgated thereunder, and any succeeding legislation or regulations
or amendments to the foregoing.
Any person committing an offense against any provisions of this
article shall, upon conviction thereof, be guilty of a violation pursuant
to the Penal Law of the State of New York, punishable by a fine of
not less then $125 and not exceeding $250 or by imprisonment for a
term not exceeding 15 days, or by both such fine and imprisonment.
The continuation of an offense against the provisions of this article
shall constitute, for each day the offense is continued, a separate
and distinct offense hereunder.
