When a building within Allamuchy Township is protected by an automatic fire suppression or standpipe system it shall be equipped with a key box. The key box shall be at a location approved by the Fire Subcode, Fire Official or Fire Department. The key box shall be a UL-type box manufactured by the Knox Company or a company of equivalent quality acceptable to the Fire Subcode, Fire Official or Fire Department and of a type and size approved by the Fire Subcode, Fire Official or Fire Department.
When a building is protected by an automatic alarm system and/or access to or within a building or an area within that building is unduly difficult because of secured openings, and where immediate access is necessary for lifesaving or fire-fighting purposes, the Fire Subcode, Fire Official or Fire Department may require a key box to be installed at a location approved by the Allamuchy Township Fire Subcode, Fire Official or Fire Department. The key box shall be a UL-type box manufactured by the Knox Company or a company of equivalent quality acceptable to the Fire Subcode, Fire Official or Fire Department and of a type and size approved by the Fire Subcode, Fire Official or Fire Department.
When a building within Allamuchy Township is serviced by an elevator, either freight or human, or any other powered person-moving device, it shall be equipped with a key box. The key box shall be at a location approved by the Fire Subcode, Fire Official or Fire Department. The key box shall be a UL-type box manufactured by the Knox Company or a company of equivalent quality acceptable to the Fire Subcode, Fire Official or Fire Department and of a type and size approved by the Fire Subcode, Fire Official or Fire Department.
The Fire Subcode, Fire Official or Fire Department may require a key box tamper switch connected to the building's fire alarm system.
When a property is protected by a locked fence or gate and where immediate access to the property is necessary for lifesaving or fire-fighting purposes, the Fire Subcode, Fire Official or Fire Department may require a security padlock to be installed at a location approved by the Allamuchy Township Fire Subcode, Fire Official or Fire Department. The padlock shall be a UL-type lock manufactured by the Knox Company or a company of equivalent quality acceptable to the Fire Subcode, Fire Official or Fire Department and of a type and size approved by the Fire Subcode, Fire Official or Fire Department.
When a building is protected by an automatic sprinkler system or standpipe system and the Fire Department connection is exposed to undue vandalism, the Fire Subcode, Fire Official or Fire Department may require that a fire department connection security cap(s) be installed. The fire department connection security cap(s) shall be a type manufactured by the Knox Company or a company of equivalent quality acceptable to the Fire Subcode, Fire Official or Fire Department and of a type and size approved by the Fire Subcode, Fire Official or Fire Department.
The term "building" used herein means any building or structure located in Allamuchy Township, whether privately or publicly owned, including, without limitation, any building owned by Allamuchy Township, the Allamuchy Township Board of Education, or any other public, quasi-public, or private entity or person; provided, however, that this article shall not apply to owner-occupied one- and two-family dwellings.
A. 
The rapid-response key boxes shall contain the following:
(1) 
Keys to locked points of ingress or egress, whether on the interior or exterior of such buildings;
(2) 
Keys to main entrance of suites and/or offices;
(3) 
Keys to all common areas that may be locked;
(4) 
Keys to the locked mechanical, plumbing and electrical rooms;
(5) 
Keys to fire alarm panel and pull station reset keys;
(6) 
Keys to roof hatches;
(7) 
Keys to the locked elevator rooms;
(8) 
Keys for elevator firefighter service;
(9) 
Keys for elevator hoistway access;
(10) 
Keys to any fence or secured areas;
(11) 
Keys to any other areas that may be required by the Fire Subcode, Fire Official or Fire Department; and
(12) 
A card containing the emergency contact people and phone numbers for such building, including elevator service company emergency number.
B. 
In addition, a floor plan of the rooms within the building may be required.

In the event the owner of a building which shall be subject to the provisions of this article shall fail to comply with the requirements of this article, such owner shall be liable to the general penalty provisions of Chapter 1, Article II, General Penalty, of this Code. The provisions of this article shall be in addition to the provisions and penalties of any and all statutes of the State of New Jersey relating to the requirements set forth in this article. Any inconsistency between the penalty set forth above and any state regulation shall be determined in favor of said state regulation. This article is not intended to supersede or preempt any of the provisions set forth in any regulatory statutes of the State of New Jersey.
