A. 
Special orders shall be issued only by the Chief of Police to give direction and instruction concerning the discharge of the Department's responsibilities with reference to special events and conditions.
B. 
Special orders shall be numbered consecutively.
C. 
Special orders shall be disseminated to all members concerned.
D. 
Special orders shall be retained by the members concerned until the events have passed or the circumstances and conditions to which they relate cease to exist.
A. 
Memoranda shall be issued by any command personnel and relate to the activity and business of the Department which is of immediate, but passing, concern.
B. 
Memoranda shall be posted on the bulletin board.
The last written order or instruction shall prevail should there be a conflict in written orders and instructions. Commanding and staff officers shall not issue orders or instructions contrary to the manual or to the written orders and instructions of the Department, except under emergency conditions.
