The Department shall be headed by a Director, who shall be chosen solely on the basis of his executive and administrative qualifications, with special reference to his actual experience in, or his knowledge of, accepted practices in respect to the duties of his office as hereinafter set forth.
The Department shall perform all appropriate functions associated with:
A. 
Maintaining personnel records in compliance with all policies and laws.
B. 
Managing benefits and health insurance for City employees.
C. 
Evaluating and responding to risk associated with employee injuries on the job.
D. 
Promoting a talented and diverse workforce through workforce planning and development and a sustained commitment to workforce equity and diversity.
E. 
Providing human resource management information enabling departments and divisions within the City to make sound business decisions.
F. 
Setting policies that guide employees in carrying out the work of the City of Atlantic City and support the accomplishment of their missions.
G. 
Administering labor agreements between the City and its bargaining units while ensuring compliance with Department of Human Resources policies and procedures and all Federal and state employment rules and regulations.
H. 
Such other duties as may be assigned.
The Department shall be organized pursuant to a plan approved as provided in § 4-34B. The Department shall consist of:
A. 
Office of the Director Division.
B. 
Personnel Records Division.
C. 
Benefits Division.
D. 
Health Benefits Division.
E. 
Workers' Compensation Division.
