The provisions of this article shall apply except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic control device.
A. 
No vehicle shall be parked on any public highway within the corporate limits of the Village of Interlaken between the hours of 2:00 a.m. and 6:00 a.m. during the period beginning November 1 and ending April 1 of each year.
B. 
The term "public highway": (i) includes every street and way referenced in this Code, including but not limited to those roads listed in § 133-3C and the Schedules to this chapter; and (ii) includes the paved portion and shoulders of all Village streets. "Shoulder" is further defined as a three-foot portion adjacent to the actual paved highway.

C. 
Penalties assessed for violation of this regulation within the same five-month period shall be as follows:
(1) 
First offense: $10.
(2) 
Second offense (not to exceed): $25.
(3) 
Third and subsequent offenses (not to exceed): $50.
D. 
In addition to the penalties herein provided, any vehicle in violation of this parking regulation may be towed at the owner's expense under the authority and direction of the Village Board or any peace officer.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule III (§ 133-19), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule IV (§ 133-20), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule V (§ 133-21), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified in Schedule VI (§ 133-22) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule VII (§ 133-23) at any time between the hours listed in said schedule of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said schedule, attached to and made a part of this chapter.
The locations described in Schedule VIII (§ 133-24), attached to and made a part of this chapter, are hereby designated as bus stops.
