Editor's Note: Ord. No. 821, § 1, adopted Nov. 12, 1979, repealed §§ 8-55—8-59, pertaining to abandoned vehicles, which were derived from Ord. No. 460, §§ I—V, adopted July 12, 1965. Section 2 of said Ord. No. 821 enacted a new Art. IV, §§ 8-55 and 8-56 as herein set forth.

The following definitions shall apply in the interpretation and enforcement of this article.
ABANDONED VEHICLE
A vehicle (other than a pedal cycle):
(a) 
That is inoperable and left unattended on public property or any street or highway within the Township for more than forty-eight (48) hours;
(b) 
That has remained illegally on public property or on any street or highway within the Township for more than forty-eight (48) hours;
(c) 
Without a current registration plate and inspection sticker left unattended on any street or highway within the Township or upon private property;
(d) 
That has remained on private property without the consent of the owner or person in control of the property for more than twenty-four (24) hours;
(e) 
Vehicles and equipment used or to be used in construction or in the operation or maintenance of public utility facilities, which are left in a manner which does not interfere with the normal movement of traffic shall not be considered to be abandoned.
PROPERTY
Any real estate within the Township which is neither a street or a highway.
STREET or HIGHWAY
The entire width between the boundary lines of every way publicly maintained when any part thereof is open to the use of the public for purposes of vehicular travel.
VEHICLE
Every device in, upon or by which any person or property is or may be transported or drawn upon a highway, except devices used exclusively upon rails or tracks.

It is hereby declared to be unlawful to:
(a) 
Abandon any vehicle within the Township or leave any vehicle at any place within the Township for such time and under such circumstances as to cause that vehicle to appear to have been abandoned;
(b) 
Permit any vehicle which is partially dismantled, inoperable, wrecked or valueless except for junk (as that term is defined by the Pennsylvania Motor Vehicle Code) to remain on any street or highway within the Township for more than forty-eight (48) hours;
(c) 
Permit, whether as the owner of the vehicle involved, or as the owner, tenant, occupant, or lessee of the property, any vehicle which is partially dismantled, inoperable, wrecked, valueless except for junk, or fails to bear thereon a current registration plate and inspection sticker to remain on private property longer than ten (10) days, except where such vehicle is in an enclosed building, on the premises of a business enterprise operated in a lawful place and manner and when necessary to the operation of said business enterprise.
