There is hereby established a principal department to be known as the Department of Maintenance.
There is hereby established the office of Director of Maintenance/Clerk of the Works. The Director of Maintenance/Clerk of the Works shall have charge of the Department of Maintenance. The Director of Maintenance shall be appointed by the Mayor and shall serve in said office during good behavior, or until removed, as provided by law. Whenever a vacancy shall occur in such office, the same shall be filled by appointment by the Mayor and the person appointed shall hold said position as provided for above.
(a) 
The Director of Maintenance/Clerk of the Works shall have charge of the maintenance and repair of all public buildings and the Director of Maintenance shall have charge of all electrical and signal maintenance, except those that are under the jurisdiction of the School Department.
(b) 
Subject to the approval of the Mayor and funding by the City Council, the Director of Maintenance/Clerk of the Works shall employ and supervise such personnel as may be necessary to carry out his or her duties and to maintain and operate the Department of Maintenance.
(c) 
The Director of Maintenance/Clerk of the Works shall have full responsibility for the oversight of all construction of, additions or alterations to, and repair of all non-School Department public buildings when work is performed thereon by private vendors.
(d) 
Said maintenance responsibilities of the Director of Maintenance/Clerk of the Works shall include the care, maintenance, and repair of all existing electrical, wires, and wire systems now or hereafter owned by the City including, but not limited to, traffic signals, the City's fire alarm and Police signal systems, and street lights.
