The following are rules and regulations for the platting, establishment, construction and maintenance of public streets within the City of Canton, Missouri.

For all purposes covered by this Article, the following words or phrases shall be deemed to have the following meanings:
GRADE
Slope of a surface specified in percent.
STREET
A right-of-way other than an alley, dedicated or otherwise legally established to the public use, affording the principal means of access to abutting property.
SUBDIVIDER
A person, firm, corporation, partnership or association who shall lay out any subdivision or addition or part thereof as defined herein.
SUBDIVISION
The division or redivision of land into two (2) or more lots, tracts, sites or parcels.

The City of Canton, Missouri, shall accept no subdivision or addition plat until all of the following design criteria for the construction of streets, driveways and sidewalks shall be shown on said subdivision or addition plat.

The City of Canton, Missouri, shall accept no street constructed with the City of Canton, Missouri, for future maintenance by the City of Canton, Missouri, until the following design criteria have been performed in their entirety, fully and completely by the subdivider, person, firm, corporation, partnership or association constructing said street or streets.

Prior to the acceptance of any street by the City of Canton, Missouri, for maintenance, the outside superintendent of the City of Canton and/or the City Engineer shall inspect said street or streets to determine if all design criteria herein specified have been completed, and no such street or streets shall be accepted by the City until such approval of the street or streets.

A. 
The following design criteria and specification shall be strictly followed and adhered to by all persons, firms, corporations, partnerships or associations constructing any street within the City of Canton, Missouri:
1. 
There shall be obtained, platted and dedicated to public use a right-of-way of a minimum of fifty (50) feet for all streets constructed within the City of Canton, Missouri.
2. 
All streets constructed within the City of Canton, Missouri, shall be designed for a paved surface of not less than twenty-six (26) feet in width centered within the fifty (50) foot right-of-way to be provided for streets constructed in the City of Canton, Missouri.
3. 
Before acceptance by the City of Canton, Missouri, the proposed paved surface of the roadway shall be constructed conforming to one (1) of the following types of construction:
a. 
Type A construction: Six (6) inches of compacted rock base (crushed limestone rock required), compacted ninety-five percent (95%) proctor density covered by three (3) inches asphaltic surface.
b. 
Type B construction: Four (4) inches of compacted rock base (crushed limestone rock required), compacted ninety-five percent (95%) proctor density covered by six (6) inches of Portland concrete pavement, four thousand (4,000) pound mix.

4. 
A two (2) foot curb and gutter shall be constructed on each side of the proposed paved surface extended from the twenty-six (26) foot proposed paved surface roadway.
5. 
Storm sewers shall be provided for a ten (10) year design flow maximum gutter flow to allow twelve (12) feet of clear pavement.
6. 
Concrete sidewalks are not required, but if they are installed, they shall be a width of four (4) feet constructed of concrete with a minimum thickness of four (4) inches and shall be designed and constructed at a distance of five (5) feet from the back edge of curbs and gutters.
7. 
Each lot, tract, site or parcel shall have a driveway opening onto the proposed street and all driveway openings shall be paved with a concrete surface and shall be a minimum of twelve (12) feet wide, shall be a minimum of five (5) inches thick, and shall extend a minimum of ten (10) feet from the back edge of the curb.
8. 
All roadways shall be designed with drainage from the center of the roadway to the curbs and gutters with a grade of two percent (2%) extending from the centerline of said roadway to curbing of said roadway.
B. 
Variance. When a landowner or subdivider can show that a provision of this Section 510.190, Design Criteria, would cause unnecessary hardship if strictly adhered to, a departure may be made without destroying the intent of the design criteria upon an application, in writing, for each such variance or modification being submitted to the Board of Aldermen of the City of Canton, Missouri, setting forth in detail the variance or modification requested. Variances will be granted when, by reason of exceptional narrowness, shallowness, or shape of a specific piece of property or by reason of exceptional topographical conditions or other extraordinary or exceptional situations or conditions of a specific piece of property, the strict application of the design criteria would result in peculiar and exceptional practical difficulties or exceptional and undue hardship on the owner of such property.
