All laws of the State regulating watercraft and the operation thereof are hereby adopted and incorporated by reference herein the same as though set out at length herein, insofar as they are not inconsistent with the provisions of this Division.

All persons keeping, maintaining, operating or riding in boats on City lakes do so entirely at their own risk.
Every vessel, except those in class A, shall have on board at least one (1) wearable personal flotation device of type I, II or III for each person on board and each person being towed who is not wearing one. Every such vessel shall also have on board at least one (1) type IV throwable personal flotation device.

A. 
Gasoline-powered motorboats are prohibited on all City lakes, except by permit on Lake Luna. On all other park lakes, boats shall be restricted to rowboats, sailboats and electrically-powered motorboats with motors not in excess of three (3) horsepower.
B. 
On Lake Luna, gasoline motorboats of unlimited power may be tested for a period of not longer than fifteen (15) minutes and must remain connected to a vehicle. Permits to test motorboats must be obtained at the park office.
C. 
Sailboats, the operation of which is prohibited on Lake Luna at any time, shall have the right-of-way at all times but shall respect the rights of other boats.
D. 
No water-skiing will be allowed on any City lakes.

No person shall operate any motorboat or vessel while intoxicated or under the influence of any narcotic drug, barbiturate or marijuana, nor shall it be permissible to possess or consume any intoxicating liquor or non-intoxicating beer including three and two-tenths percent (3.2%) beer as defined in Chapter 600 hereof, in any boat or on any boat dock.
