There is hereby established a Community Development Commission of the City of Rock Hill, which shall possess all of the powers and be subject to all of the responsibilities imposed upon it by law, the ordinances of the City and the directions of the Board of Aldermen.

A. 
The Commission shall consist of six (6) residents of the City and one (1) member of the Board of Aldermen. The Mayor may serve as member of the Commission, at his or her discretion. All members shall be voting members.

B. 
The six (6) resident members shall be appointed by the Mayor with the approval of a majority of the Board of Aldermen. The resident members shall be equally balanced among the City's wards. The one (1) aldermanic member shall be appointed by the Mayor with the approval of a majority of the Board of Aldermen, at the first meeting following the annual municipal election in April.

C. 
The resident members of the Commission shall serve a term of four (4) years or until successors are appointed and qualified. Nothing herein contained shall prevent a member from succeeding himself/herself. The members of the first (1st) Commission shall be appointed for staggered terms as follows:
Three (3) members: two (2) years.
Three (3) members: three (3) years.
Three (3) members: four (4) years.
D. 
Resident members of the Commission shall serve without compensation. The Mayor and the aldermanic member shall receive no additional compensation for their service on the Commission.
E. 
Any midterm vacancy in membership shall be filled for the remainder of the unexpired term by appointment by the Mayor and subject to the approval of a majority of the Board of Aldermen.
F. 
The Board of Aldermen may remove any resident citizen member for cause, stated in writing, by a majority vote and after a public hearing.

A. 
The Commission shall elect from among its resident membership a Chair, a Vice Chair and a Secretary, each of whom shall serve for a one (1) year term and may be re-elected.
B. 
The Commission shall abide by Chapter 150 of the Municipal Code of the City of Rock Hill concerning open meetings and records, as may be amended from time to time. No action shall be taken or recommendation made by the Commission to the Board of Aldermen except by a vote of at least six (6) of its members. The Commission shall otherwise abide by the procedures established in Scott Foresman Newly Revised Robert's Rules of Order, 10th Edition, except as otherwise may be allowed by law.

A. 
The Commission shall foster the involvement of the residents of the City in various neighborhood, City, and community programs, events, and activities.
B. 
The Commission shall advance, promote, and support various cultural, neighborhood, and community enrichment opportunities and promote and maintain a dynamic and fulfilling community environment in the City.
C. 
The Commission shall administer various City and community programs, support and collaborate with various neighborhood groups and organizations, and assist with various City and community events.
D. 
The Board of Aldermen may delegate certain authority and responsibilities to the Commission for the proprietary functions to be performed in connection with the duties of the Commission.
E. 
The Commission shall also:
1. 
Advise the Mayor and Board of Aldermen of issues, needs, actions, and opportunities relevant to the support, promotion, advancement, and social and cultural enrichment of the various neighborhoods, community groups, and the community as a whole;
2. 
Support and collaborate with various neighborhood groups and organizations;
3. 
Assist with various City and community events;
4. 
Administer various City and community programs as authorized by the Board of Aldermen;
5. 
Cooperate and communicate with City staff, City departments, other City commissions, citizen groups, and other municipalities to advance the goals of this Article and
6. 
Provide a regular report to the Board of Aldermen concerning the Commission's activities, plans, and recommendations.
