A.
In the event any person, firm or corporation desires to alter the contours of his/her property by dumping materials thereon, such substance shall be dirt or other substance that would not be offensive to any adjoining landowner or in violation of any ordinance of the City of Rock Hill. In issuing such permit the Board may require that certain conditions may be added to the special permit as the Board may deem necessary under the circumstances.
