All persons supplying telephone service, on the request of any
person, shall remove, raise or lower their wires temporarily to permit
the moving of houses or other bulky structures. The expense of such
temporary removal, raising or lowering of wires shall be paid by the
person requesting such, and payment in advance may be required. Not
less than forty-eight (48) hours' advance notice shall be given to
arrange for such temporary wire changes.

A. In the
event any person, firm or corporation desires to alter the contours
of his/her property by dumping materials thereon, such substance shall
be dirt or other substance that would not be offensive to any adjoining
landowner or in violation of any ordinance of the City of Rock Hill.
Before any person, firm or organization shall alter the contours of
any land by adding dirt or other substance, said person shall appear
before the Board of Aldermen of the City of Rock Hill and request
a special permit to add dirt or other substance to his/her property.
If the majority of the Board of Aldermen is satisfied that the proposed
operation would not adversely affect any adjoining land owner or be
contrary to any ordinance of Rock Hill, the Board may, in its discretion,
direct the City Clerk to issue a permit to the applicant. In issuing
such permit the Board may require that certain conditions may be added
to the special permit as the Board may deem necessary under the circumstances.
B. No person shall deposit or dump any refuse, garbage or combustible materials on any property in the City other than is provided in Subsection
(A) above.

A. The erection, demolition, alteration or repair of any building or
other structure, or of any street, development, or project of any
kind for which a St. Louis County building permit is required shall
be limited to the hours between 7:00 A.M. and 7:00 P.M., Monday through
Saturday. No person shall engage in such activity outside of the prescribed
times, except in case of emergency when necessary to protect either
the public health, safety, or welfare or private health or property.
B. No person shall, as a consequence of the activity referenced in Subsection
(A) hereof and following the daily close of such activity, leave mud, dirt, or debris on any City street.
C. Any person who violates the prohibitions established by this Section shall be subject to prosecution, and upon conviction of violating any such provision shall be subject to punishment as provided in Section
100.080 of this Code.
