There is hereby established a Park Board which shall be composed of nine (9) Directors and known as the "Park Board of Weston, Missouri".

The Directors shall be chosen from the citizens at large of the City with reference to their fitness for such office. No member of the municipal government shall be a member of the Board.

The Directors shall be appointed by the Mayor with the approval of the Board of Aldermen.

Three (3) of the Directors initially appointed shall hold office for a term of one (1) year; three (3) shall hold office for a term of two (2) years; and three (3) shall hold office for a term of three (3) years. At their first (1st) regular meeting the Directors shall cast lots for their respective terms. Annually thereafter, before the first (1st) day of June of each year, the Mayor, with the approval of the Board of Aldermen, shall appoint three (3) Directors who shall hold office for a term of three (3) years and until their successors are appointed.

The Mayor may, by and with the consent of the Board of Aldermen, remove any Director for misconduct or neglect of duty.

Vacancies in the Board of Directors occasioned by removal, resignation or otherwise shall be reported to the Board of Aldermen and shall be filled in like manner as original appointments.

No member of the Park Board shall receive compensation as such.

Said Directors shall immediately after their appointment meet and organize by electing one (1) of their number President and by electing such other officers as they may deem necessary.

The Directors shall make and adopt such bylaws, rules and regulations for their guidance and for the government of the parks as may be expedient and not inconsistent with Sections 90.500 to 90.570, RSMo.

The Directors shall have the exclusive control of the expenditures of all monies collected to the credit of the Park Fund and of the supervision, improvement, care and custody of said park.

All monies received for such park shall be deposited in the Treasury of the City of Weston to the credit of the Park Fund and shall be kept separate and apart from the other monies of the City and drawn upon by the proper officers of the City upon the proper authenticated vouchers of the Park Board.

The Park Board shall have power to purchase or otherwise secure ground to be used for such parks, shall have the power to appoint a suitable person to take care of said park and necessary assistants for said person and fix their compensation and shall have power to remove such appointees and shall in general carry out the spirit and intent of Sections 90.500 to 90.570, RSMo., in establishing and maintaining public parks.

The Board of Directors shall make, on or before the second (2nd) Monday in June, an annual report to the Board of Aldermen stating the condition of their trust on the first (1st) day of May of that year, the various sums of money received from the Park Fund and other sources and how much monies have been expended and for what purposes, with such other statistics, information and suggestions as they may deem of general interest. All such portions of such report as relate to the receipt and expenditure of money shall be verified by affidavit.
