It is hereby made the duty of the owner, agent or person in
possession of every building, except outbuildings, in the City of
Mendota to number the same in the manner herein provided.
All lots or buildings located on the north and south avenues
or streets, or on avenues or streets running in a northerly or southerly
direction, shall be numbered from Division Street and a continuation
of the line of Division Street in a westerly direction as a baseline,
beginning with number 100 at the north line of Division Street and
increasing towards the north, and beginning with number 100 at the
south line of Division Street and increasing towards the south.
All lots or buildings located on east and west streets or avenues,
or on streets or avenues running in an easterly or westerly direction,
shall be numbered from First Avenue as a baseline, beginning with
number 100 at the west line of First Avenue and increasing towards
the west.
There shall be assigned to each block 100 numbers on all streets
and avenues and such numbers shall change from any 100 to the succeeding
100 at the intersection street or avenue between any two blocks, except
where any one block greatly exceeds in length the blocks opposite
it, the lots or buildings in such one block shall be numbered in relation
to the numbering in such opposite blocks. The even numbers on north
and south avenues or streets, or on avenues or streets running in
a northerly or southerly direction, shall be on the west side of the
avenue, or on streets or avenues running in an easterly or westerly
direction shall be on the north side of such streets or avenues.
All north and south avenues or streets, or avenues or streets
running in a northerly or southerly direction, which cross and run
south, or in a southerly direction, of Division Street shall bear
the prefix "South."
The City Clerk shall assign or cause to be assigned to each
lot or building its proper number, in conformity with the provisions
of this article, and shall inform the owner, agent or person in possession
of such premises as to the number thereof at any time upon demand.
Each of the figures of every such number on any building shall
be Arabic numbers or alphabetical letters a minimum of four inches
high with a minimum stroke width of 0.5 inch, being so marked as to
be distinctly and easily read. These numbers shall contrast with their
background. Such numbers shall be placed and attached in a position
that is plainly legible and visible from the street or road fronting
the property.
Whenever any building shall have been numbered in conformity
with the provisions of this article, such number shall not be changed
or altered without the permission of the City Clerk.
In all cases where numbers have been assigned on any street,
it shall be the duty of the City Clerk thereafter to adjust and reassign
such numbers as the same may be required from time to time; and in
all cases where there is a mistake or conflict in numbers, the City
Clerk shall direct and make the proper adjustment of same.
