A. 
The Mayor, with the advice and consent of a majority of the Board of Aldermen, at the first meeting after each annual certification from the St. Louis County Board of Elections is received, shall appoint a suitable person as City Attorney, who shall then hold office until his/her qualified successor is appointed and approved by the Board of Aldermen; provided, however, that an appointment may occur at any time there is a vacancy in the office of City Attorney, whether that is at the first meeting after election certification is received or at any other time.

B. 
Qualifications. No person shall be appointed to the office of City Attorney unless he/she be a licensed and practicing attorney at law in this State.
