A. 
The Park, Recreation and Urban Tree Board shall consist of seven members who shall serve from May 1 through the end of their term as follows:
(1) 
One Village Trustee shall serve a one-year term from the date of his/her election by a simple majority by the Village Board.
(2) 
One citizen member of the Plan Commission shall serve a one-year term after election by a simple majority by the Village Board.
(3) 
Five members elected by the Village Board shall serve as follows:
(a) 
Initially, the Village Board will elect persons to serve for one-, two- and three-year terms as follows:

One person to serve a one-year term.
[2] 
Two persons each to serve a two-year term.
[3] 
Two persons to serve a three-year term.
(b) 
Thereafter, the Village Board shall elect members annually to serve a term of three years.
B. 
At least one Village Trustee, as herein provided, shall be a member of such Commission.
C. 
The Commission shall annually select one of its members to serve as Chairperson.
D. 
The Village President shall appoint a member, subject to confirmation by the Village Board, to serve out the term of any citizen member who resigns from office, dies while in office, or is removed from office pursuant to state statutes.
A. 
Parks.
(1) 
With respect to parks, the Commission is empowered and directed to:
(a) 
Advise the Village Board regarding government, management, control, improvement and care for all public parks located within, or partly within and partly without, the corporate limits of the Village; to secure the quiet, orderly and suitable use and enjoyment thereof by the people; and to adopt rules and regulations to promote those purposes.
(b) 
Advise the Village Board regarding acquisition for park purposes by gift, devise, bequest or condemnation, absolutely or in trust, money, real or personal property, or any incorporeal right or privilege. Gifts to the Village of money or other property, real or personal, either absolutely or in trust, for park purposes shall be accepted only after they shall have been recommended by the Commission to the Village Board and approved by said Village Board by resolution. Subject to the approval of the Village Board, the Commission may execute every trust imposed upon the use of property or property rights by the deed, testament, or other conveyance transferring the title of such property to the Village for park purposes.
(c) 
Recommend to the Village Board the purchase or lease of lands within or without the Village for park purposes and to recommend the sale or exchange of property no longer required for its purposes.
(d) 
Recommend changes or improvements to all parks within the Village limits as directed by the Village Board.

(2) 
In the event of conflict between decisions of the Commission and the Village Board, the decision of the Village Board shall control.
B. 
With respect to public rights-of-way and other public spaces, the Commission shall make recommendations to the Village Board on matters of:
(1) 
Boulevard and parkway landscaping.
(2) 
Development of public trails.
C. 
The Commission shall assume the responsibilities of a tree board in matters of:
(1) 
Public space tree planting.
(2) 
Tree ordinance provisions and enforcement.
D. 
The Commission shall duly consider, coordinate, manage, advise and/or report regarding other matters assigned to it from time to time by the Village Board.
A. 
Meetings shall be held a minimum of four times a year (quarterly) and shall meet the statutory requirements of public meetings.
B. 
Commission reports shall be prepared by Village staff as to form and submittal date as requested by the Village Board for any action to be considered by the Village Board.
C. 
Current and applicable Village policies and procedures shall govern work undertaken by the Commission.
D. 
Additional rules and procedures developed by the Commission shall be subject to approval by the Village Board.
E. 
Commission members are to be issued a per diem for each meeting attended, the value of which shall be set annually by the Village Board.
