Effective November 21, 1975, all carnivals, bazaars, fairs,
circuses, public exhibitions where food or beverage is offered for
consumption, other similar types of amusement midways, or other transitory
gatherings within the City shall be licensed by the Beverly Board
of Health prior to their being allowed to operate. Said owners, operators,
agents or representatives of sponsoring agencies shall be subject
to the Board of Health rules and regulations governing the operation
of the aforestated activities within the City.
The Board of Health shall require the owner, operator, agents,
and/or representatives of sponsoring agencies to set aside an area
to be designated as an emergency aid station. There shall be a trained
attendant on duty during all hours that said activity is in actual
operation. The Board of Health may require a non-pay telephone to
be installed in the emergency aid station and first aid equipment
that it deems necessary to ensure the safety of the general public.
