For purposes of this Part 2, the following terms shall have the meanings indicated:
COLLECTOR SYSTEM or COLLECTOR LINES
Any pipes to be utilized for the collection of sanitary sewage and which lead to and connect to sanitary sewer lines operated and maintained by the Township of Mount Olive.
INFLOW and INFILTRATION
The allowing of stormwater and/or groundwater to seep into or leak into sanitary sewer collector lines.
In connection with the construction and installation of new sanitary collector lines and/or collector systems, the following test or tests shall be made: A V-notch weir or approved measuring device shall be installed at the end of the sewer, and the leakage measured and observed over at least a continuous forty-eight-hour period and shall include a period of observation during a period of wet weather.
The following maximum leakage allowance shall be permitted: 100 gallons per inch diameter per mile of pipe per day. Where these leakage rates are exceeded, the sanitary sewer will not be accepted by the Township, and remedial measures shall be taken by the contractor and leakage tests repeated until the sewer passes the specified leakage allowance per forty-eight-hour period.
In connection with the existing sewer lines, the following test shall be made: A temporary Palmer Bowlus flume with battery-powered level recorders or an approved measuring device shall be installed at the downstream end of the sewer line and flow measured for at least a seven-day period, which shall include a period of observation during a period of wet weather. The test shall not be performed between May 15 and October 15 of any calendar year. The results of the seven day test period will be averaged to determine the average gallons per day of flow. This value shall be compared to the actual water consumption for the same seven-day test period. The water consumption for this period shall be obtained from the Township of Mount Olive Water Department. The amount of infiltration shall be determined by the following formula:

The following maximum leakage allowance for an existing eight-inch, ten-inch and twelve-inch collection line shall be permitted: 550 gallons per inch of diameter, per mile, per day. Where this rate is exceeded, the owner of said collection system or lines shall be required to repair, reconstruct or rehabilitate said collection system within a sixty-day period or such further extension of time as the Township may authorize, in accordance with the directions of the Township Engineer.
A. 
In connection with violations of the terms of this Part 2, each and every day a violation occurs shall be deemed a separate and distinct violation.
B. 
Any person, firm or corporation who violates any provision of this Part 2 shall, upon conviction thereof, be punishable by one or more of the following: by imprisonment for a term not exceeding 90 days or by a fine not exceeding $1,000 or by a period of community service not exceeding 90 days.
