Editor's Note: The preamble of this ordinance outlined the offenses referred to and reads as follows:
"WHEREAS, throughout the years residents of the Township of Irvington have constantly complained to the Irvington Police Department, the Mayor's Office and to the Municipal Council, about the amount of prostitution and solicitation taking place in their neighborhoods; and"
"WHEREAS, of what purports to be the lack of sufficient manpower and strict enforcement by the Township's Police Department to stop or curtail these repugnant and illegal activities plaguing their neighborhoods; and"
"WHEREAS, it is the governing body of Irvington's position that those who dare to come into the Township's neighborhoods to solicit prostitution and are arrested and convicted of such an activity should have their names published in the local newspaper so that the residents know and can identify those committing such acts; and"
"WHEREAS, the Municipal Council of the Township of Irvington believes that the publication of the names of those who solicit prostitution or those so called "Johns" could serve as a means of deterring others from engaging in such activity."
The names of all persons arrested and convicted for said offenses as herein outlined shall be forwarded for publication to the Irvington Herald or any other news publication detailing the nature of their conviction.
