Grievance Committee members shall be comprised of volunteer
Cranford residents who formerly held the position of Township Committee
member.
There shall be three Grievance Committee members.
Grievance Committee members shall be appointed by resolution
of the Township Committee. The initial appointments shall be for one,
two and three years respectively. Thereafter, appointments shall be
for a period of three years. Thus, after initial appointment, terms
shall be staggered so that one person is appointed every three years.
The Grievance Committee members shall select one person among
them to serve as Chairperson.
The Grievance Committee Chairperson shall coordinate Grievance
Committee hearings, in compliance with applicable provisions of the
relevant Township collective bargaining agreement(s), and be responsible
for reporting the written findings and decision of the Grievance Committee.
The Grievance Committee shall conduct hearings and decide matters
under applicable Township collective bargaining agreements which require,
as a step prior to arbitration, a hearing before a grievance committee.
In such cases, the Grievance Committee shall function on behalf of
the Township which is the employer, and its decision following the
grievance hearing shall be final and binding at that stage of the
grievance procedure.
