No person shall be a collector of or a dealer in junk, old metals
or secondhand articles, or a keeper of a shop for the purchase, sale
or barter of junk, old metals or secondhand articles, unless licensed
therefor by the Town Council, except in accordance with the Table
of Allowable Activity[1] and upon a payment of a fee in accordance with the fee
schedule.[2]
