Charges for capital improvements of the Victor Consolidated
Sewer District, including, but not limited to, debt payments for the
establishment of the District and infrastructure, will be billed and
known as the "capital recovery charge." The capital recovery charge
will be assessed to the owner of each parcel of real property within
the District. The capital recovery charge will be computed on a "benefit
basis" in accord with a formula approved by the Town Board.
