A. 
It shall be unlawful for any person to take, contaminate or disturb any materials set out for curbside recycling collection.
B. 
The term "materials," as used herein, shall include, but not be limited to, glass, plastic, paper, aluminum, tin, steel, and cardboard. The term "contaminate," as used herein, shall include, but not be limited to, placing garbage or other decaying matter in the recycle container.
C. 
It shall be unlawful for any non-resident of the City of Twin Oaks to participate in this program, either by adding or removing any item(s) to/from the recycle container, or by bringing recyclable items to City residents for inclusion in their containers.

A. 
Fireworks — Defined. The definition of "fireworks" as used in this Section, is any composition or device for producing a visible, audible or both visible and audible effect by combustion, deflagration or detonation and that meets the definition of consumer, proximate or display fireworks as set forth by 49 CFR Part 171 to end, United States Department of Transportation hazardous materials regulations. The term shall not include sparklers of less than twelve (12) inches in length, toy pistols, toy canes, toy guns, toy specimens or other devices which use paper caps containing twenty-five hundredths (0.25) grains or less of explosive mixtures.
B. 
It shall be unlawful for any person to manufacture, sell, offer for sale, expose for sale, use or discharge fireworks within the City limits.
C. 
Nothing contained in this Section shall prohibit the sale or use of fireworks for pyrotechnic displays given by any fair association, amusement park, the officials in charge of any public park, any civic or public organization or group of individuals any of which shall have respectively first obtained a permit from the Board of Aldermen for such displays; nor shall anything in this Section prohibit the sale or use of solid propellant hobby rockets, blank cartridges used for theatrical purposes, signal purposes in athletic contests or sports or furnished for the use of military Police or military organizations.
D. 
The Board of Aldermen is hereby authorized to issue permits for pyrotechnic displays within the City park, provided that no such permit shall be issued except on written application therefor and that the Aldermen shall be satisfied the public safety will not be endangered by such display.
E. 
Any person found guilty of violating the provisions of this Section shall be punished by a fine of not less than fifty dollars ($50.00).
