An advisory committee to be known as the "Middletown Township Citizens Traffic Commission," is hereby created and shall continue to function until this article is repealed.
The Citizens Traffic Commission shall be composed of five members. All of the committee members shall be Township residents.
Committee members shall be appointed in accordance with the following procedures:
A. 
All committee members shall be appointed by the Middletown Township Board of Supervisors.
B. 
Committee members' terms of office shall expire on December 31 of the last year of their term of office.
C. 
Duly appointed committee members shall serve a term of three years, except that initial appointment shall be so staggered that the terms of one of the membership shall expire after one year, two of the membership shall expire after two years and the balance of the membership shall have the full term of three years.
D. 
Any vacancy on said Commission caused by reasons other than by expiration of the term shall be filled in the same manner as the original appointments and shall be for the remaining unexpired term of the member.
Citizens Traffic Commission members shall receive no compensation for their services, but may be reimbursed for any actual and necessary expenses incurred by them in the performance of their duties. Such expenses shall be preapproved at the discretion of the Township Manager or Board of Supervisors.
The Citizens Traffic Commission is to be advisory to and shall coordinate its activities with those parties and/or Township committees as the Board of Supervisors may from time to time designate.
The Citizens Traffic Commission may adopt bylaws with the approval of the Board of Supervisors.
The purpose of the Citizens Traffic Commission is to investigate traffic concerns in Middletown Township and make recommendations to the Board of Supervisors regarding the appropriate course of action, if any, to reduce dangerous conditions, promote safe driving, or other similar concerns. The Citizens Traffic Commission shall have the following duties:
A. 
Develop and maintain a working knowledge of the Township's existing road, trail and signage system.
B. 
Make recommendations with respect to the transportation needs of the Township.
C. 
Make recommendations that promote traffic enforcement and pedestrian safety in the Township.
D. 
Make recommendations that address circulation and safety issues in the Township.
E. 
Make recommendations that improve bike and pedestrian links within the Township and with neighboring municipalities.
F. 
Make recommendations on traffic calming methods.
G. 
Make recommendations on grant moneys that the Township can pursue to help finance transportation improvements in the Township.
H. 
Advise the Planning Commission and Board of Supervisors on the traffic impacts of development in the Township.
I. 
Seek input from the community on these duties.
The Citizens Traffic Commission shall meet on a regular basis at a time and place to be determined by said Citizens Traffic Commission. Additional meetings shall occur as determined by the Commission chair or the Board of Supervisors. Representatives of the Township Manager, Township Police Department, Public Works, and Township Traffic Engineer may attend the meetings of the Citizens Traffic Commission and make recommendations to the Commission, but they will not be voting members of the Commission.
The Citizens Traffic Commission shall keep written records of its meetings and activities and shall periodically report and consult with the Board of Supervisors. The Commission shall also make an annual report available to the Middletown Township Board of Supervisors. All meetings shall be advertised in advance in accordance with Pennsylvania law.
