This Policy establishes a Kent County Medal and guidelines for
the selection of deserving persons in recognition of exceptionally
meritorious service or lifelong achievements.
A. The medal shall be round and approximately two inches in diameter,
suspended on a neck ribbon of blue and white. The obverse shall bear
the seal of Kent County and the reverse shall include the words "Kent
County Levy Court" and "Established 1683." In the center, the medal
shall bear the name of the recipient and the date of the award.
B. Individuals eligible to receive a medal must be:
(1) A Kent County resident or former resident; or
(2) Working or attending school within the boundaries of Kent County;
or
(3) Performing an act(s) or service worthy of award within the boundaries
of or significantly benefiting Kent County.
C. The medal shall be awarded to a person:
(1) Providing
exceptionally meritorious service (MS) to the County and/or a community
thereof, or the nation; or
(2) Attaining
the age of 100 for worthy lifelong (LL) achievements.
D. Awards may be made posthumously to persons found deserving.
E. The Personnel Administration Board shall receive nominations sponsored
by a Levy Court Commissioner through the Human Resources Office and
after reviewing said nomination may make a recommendation to the Levy
Court for award. Said recommendation should result from careful consideration
of the recipient’s service and/or achievements leading to nomination.
F. The Levy Court shall consider the nominations forwarded to it by
the Committee and formally adopt a resolution bestowing the Kent County
Medal upon the recipient and arrange for ceremonious presentation
of the signed resolution and awarded medal.
G. A plaque or plaques of sufficient size(s) shall list the recipients
of the Kent County Medal and be appropriately displayed in the Kent
County Administrative Complex for the edification of the public.
H. In consultation with the Levy Court and Personnel Administration
Board, the Human Resources Director shall develop appropriate forms
and any additional procedures necessary to effect the administration
of this Policy.

This Policy establishes a Kent County Lifesaving Award and guidelines
for the selection of deserving persons in recognition of individual
acts of valor.
A. The Award shall feature a round medal suspended on a military style
ribbon of blue, white and gold. The obverse shall bear the seal of
Kent County and the reverse shall include the words "Kent County Levy
Court" and "Lifesaving Award."
B. Persons eligible to receive an Award must be:
(1) A Kent County resident; or
(2) Working or attending school within the boundaries of Kent County;
or
(3) Performing an act(s) worthy of award within the boundaries of Kent
County.
C. Persons may be recommended for an Award in recognition for:
(1) Losing his/her life while saving or attempting to save the life of
another person; or
(2) Saving or attempting to save the life of another person under circumstances
which caused personal injury and/or clearly placed the life of the
recipient at great risk of bodily harm beyond the normal duties of
the recipient's occupation; or
(3) Saving or attempting to save the life of another person under extraordinary
circumstances or by utilizing skills/abilities atypical for an individual
of his/her young age (under age 19).
D. An Award may be made posthumously.
E. The Kent County Director of Public Safety shall receive nominations
for recognition and shall make a recommendation to Levy Court of persons
determined deserving of the Award. Said recommendation should follow
the satisfactory conclusion of any professional review or formal investigation
of the incident leading to nomination.
F. The Levy Court may consider a recommendation(s) forwarded by the
Director of Public Safety and formally adopt a motion bestowing the
Kent County Lifesaving Award upon the deserving person(s) and arrange
for ceremonious presentation of a signed certificate and Award medal.
G. In consultation with the Levy Court and County Administrator, the
Director of Public Safety shall develop appropriate forms and any
additional procedures necessary to effect the administration of this
Policy.
