A. 
It shall be the purpose of this chapter to promote health, safety, morals and general welfare; prevent the overcrowding of land and buildings; avoid undue concentration of population; lessen congestion in the streets; and provide adequate light and air, with reasonable consideration to the character of the zone and its peculiar suitability for particular uses and with the objective of conserving the value of property and encouraging the most appropriate use of land throughout the Township.
B. 
Pinelands Provision. This chapter is further intended to implement the objectives of the Pinelands Protection Act and the Pinelands Comprehensive Management Plan and to conform with the minimum standards contained in said Plan. These objectives with respect to the Pinelands are to protect, preserve and enhance the significant values of the resources thereof, including natural, ecological, agricultural, archaeological, historic, scenic, cultural and recreational resources of Barnegat Township and the Pinelands.
