For the purpose of this chapter, the following items shall have meanings ascribed to them as follows:
APPLIANCE
Any powered device, instrument or contrivance used for housework, including, but not limited to, washers, dryers, dishwashers, stoves, ovens, refrigerators and freezers.
WORN OUT, WRECKED, ABANDONED OR INOPERABLE APPLIANCES OR MACHINERY
Any appliances or machinery from which the motor or any other parts have been removed, or on which the motor or other parts have been altered, damaged or otherwise so treated that the appliance or machinery is incapable of operation; any appliance or machinery inoperable due to lack of connection to a power source; or any appliance or machinery that is in the process of being stripped or dismantled.
WORN OUT, WRECKED, ABANDONED OR INOPERABLE MOTOR VEHICLES
Any motor vehicle from which the engine, wheels or other parts have been removed, or in which the engine, wheels or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being driven under its own motor power; or any vehicle that is in the process of being stripped or dismantled. "Inoperable motor vehicle" shall also mean a motor vehicle which is not properly registered under the Illinois Vehicle Code[1] for use on the highway; or if it is not covered by liability insurance policy as required by the Illinois Vehicle Code. "Inoperable motor vehicle" shall not include a motor vehicle which has been rendered incapable of being driven under its own motor power in order to perform ordinary service or repair.

It shall be unlawful to use any premises in any residential, office, apartment, business or commercial zone of the Village as established by Chapter 980, Zoning, for the storing or leaving of worn out, wrecked, abandoned or inoperable motor vehicles, appliances or machinery of any kind or any parts thereof; any such motor vehicle, appliance or machinery so maintained is hereby declared to be a nuisance.
Every agent or other person having charge, control or management or who collects or receives the rents of any land, premises or other property in the Village shall disclose the name of the person for whom such agent or other person is acting upon demand of any inspector or agent of the Village.

The Village Administrative Clerk shall give notice to any person who maintains a nuisance, in violation of this chapter, to abate the said nuisance within 10 days after receipt of the said notice.

If, within 10 days after receipt of the notice of the Village Administrative Clerk for maintaining the nuisance, the said nuisance is not abated, or whenever the owner, occupant or person in charge is unknown or cannot be found, the Village may abate without further notice, and the expense thereof is recoverable from the person who may have created, continued or suffered such nuisance to exist and is a lien on the premises on which such nuisance was found in addition to any fine or penalty.

Any person who shall violate any provisions of this chapter shall be fined in accordance with Chapter 100, Article III, of the Village Code. Each day on which a violation occurs or continues shall be considered a separate offense.

Nothing in this chapter shall apply to the following:
A. 
Any motor vehicle, appliance or machinery that is kept within a building when not in use.
B. 
Any motor vehicle that is more than 25 years of age or a bona fide replica thereof and which is driven on the highways only going to and returning from an antique auto show or an exhibition, or for servicing or demonstration.
C. 
Any firefighting vehicle more than 20 years old which is not used as firefighting equipment but is used only for the purpose of exhibition or demonstration.
D. 
Any motor vehicle, appliance or machinery on the premises of a place of business legally engaged in the repair, painting, wrecking or junking of motor vehicles, appliances or machinery.
