This chapter shall be known as the "Neighborhood Blight Reclamation
and Revitalization Ordinance of the Borough of Lewisburg," hereinafter
referred to as "this chapter."
This chapter finds the existence of the following situations:
A.
There are deteriorated properties located in the Borough of Lewisburg
as a result of neglect by their owners in violation of applicable
state and municipal codes;
B.
These deteriorated properties create public nuisances which have
an impact on crime and the quality of life of the Borough's residents
and require significant expenditures of public funds in order to abate
and correct the nuisances; and
C.
Municipalities require the payment of real estate taxes and other
assessments in order to sustain financial viability.
The purpose of this chapter is to address the situations set forth in § 215-2 of this chapter by denying certain governmental permits and approvals in order to:
A.
Prohibit property owners from further extending their financial commitments
so as to render themselves unable to abate or correct the code, statutory
and regulatory violations or tax and refuse delinquencies;
B.
Reduce the likelihood that the Borough will have to address owners'
neglect and resulting deteriorated properties; and
C.
Sanction owners for not adhering to their legal obligations to the
Borough, as well as to tenants, adjoining property owners and neighborhoods.
