The Commissioner and other duly authorized employees of the City bearing proper credentials and identification shall be permitted to enter all properties for the purposes of inspection, observation, measurement, sampling and testing in accordance with the provisions of this chapter. The Commissioner or their representative shall have the authority to inquire into any processes including metallurgical, chemical, oil, refining, ceramic, paper, food processing, or other industries to determine, pursuant to the requirements of this chapter, the nature and source of any discharge to the sewers or facilities for wastewater treatment. The cost of any such inspection, observation, measurement, sampling, or testing performed by the Commissioner or their duly authorized representative in the performance of duties under this chapter shall be assessed to the user.
The Commissioner or their representative shall have the authority to copy and inspect company records. Information and data provided to the City pursuant to this section which is effluent data shall be made available to the public without restriction. Other such information shall be available to the public at least to the extent provided by 40 CFR, Part 2, Section 302.

While performing the necessary work on private properties, the Commissioner or duly authorized employees of the City shall observe safety rules applicable to the facility established by the owner thereof. The owner is required to notify the Commissioner or duly authorized employee of the City of any applicable safety rules for the facility.

The Commissioner and other duly authorized employees of the City bearing proper credentials and identification shall be permitted to enter all private properties through which the City holds an easement either duly negotiated or implied for the purpose of, but not limited to, inspection, observation, measurement, sampling, repair and maintenance of any portion of the wastewater works lying within said easement. All entry and subsequent work, if any, on said easement shall be done in accordance with the City's standard care. Nothing in this section shall prevent the Commissioner or their representative from entering upon the premises of any industrial user for the purposes of inspection, observation, measurement, sampling or testing.
