A. 
Interpretation of standards. The provisions of this chapter shall be held to be minimum requirements. Where this chapter imposes a greater restriction than is imposed or required by other provisions of law or by other rules or resolutions, the provisions of this chapter shall control. Where other laws, rules, regulations or resolutions require greater restrictions than are imposed or required by this chapter, the provisions of such other laws, rules, regulations or restrictions shall control.
B. 
Prohibited uses. All uses not expressly permitted in this chapter are prohibited.
C. 
Time of compliance. All requirements shall be met at the time of the erection, enlargement, alteration, moving or change in use of the principal use and shall apply to the entire structure or structures, whether or not the entire structure or structures were involved in the erection, enlargement, alteration, moving or change in use.
If any section, subsection, paragraph, subdivision, sentence, clause, phrase or provision of this chapter shall for any reason be held unconstitutional or invalid, such adjudication shall apply only to the affected portion so adjudged, and the remainder of this chapter shall be deemed valid and effective.
This chapter is a revision of Chapter 131[1] of the Code of the Borough of Rutherford, as amended through Ordinance No. 2134-73, and shall supersede said Zoning Ordinance and the amendments and supplements thereto, which are hereby repealed. The repeal of such ordinance or parts of such ordinance shall not affect any act done, offense committed or liability, penalty, forfeiture or punishment incurred prior to the time such repeal takes effect, and the same may be enforced, prosecuted or inflicted as fully and to the same extent as if such repeal has not been effected.

This chapter shall be known and may be cited as the "Borough of Rutherford Zoning Ordinance."
