A.
The Township shall inspect all phases of the installation of the best management practices (BMPs) and/or stormwater management (SWM) facilities as deemed appropriate by the Township.
B.
During any stage of the work, if the Township determines that the BMPs and/or stormwater management facilities are not being installed in accordance with the approved SWM site plan, the Township shall revoke any existing permits or other approvals and issue a cease and desist order until a revised SWM site plan is submitted and approved, as specified in this chapter and until the deficiencies are corrected.
A.
The applicant and/or developer shall be responsible for providing as-built plans of all SWM BMPs included in the approved SWM site plan. The as-built plans and an explanation of any discrepancies, which were reviewed and received approval by the Township, shall be submitted to the Township.
B.
The as-built submission shall include a certification of completion signed by a qualified professional verifying that all permanent SWM BMPs have been constructed according to the approved plans and specifications. The latitude and longitude coordinates for all permanent SWM BMPs must also be submitted, at the central location of the BMPs. If any qualified professionals contributed to the construction plans, they must sign and seal the completion certificate.
A.
A final inspection of all BMPs and/or stormwater management facilities, and review of the as-built plans and completion certificate may be conducted by the Township to confirm compliance with the approved SWM site plan prior to the issuance of any occupancy permit. The occupancy permit may be withheld if the SWM BMPs are not in accordance with the approved SWM site plan or if the as-built plan is not accurate.
B.
The Township may take enforcement actions in accordance with Article IX against an owner for any failure to satisfy the provisions of this chapter.
