The municipal government by this Charter shall be known as "Council-
Manager Government".
Subject only to the limitations imposed by the State Constitution
and by this Charter, all powers of the Town shall be vested in an
elected Town Council, hereinafter referred to as the "Council." The
Council shall be the legislative body of the Town. The Council shall
determine policies and shall appoint the Town Manager. The Town Manager
shall uphold and carry out the provisions of the laws and administer
the government of the Town under the authority of the Council.
