There shall be a Department of Public Works. The further organization of the Department into separate divisions or offices shall be made by the Council on recommendation of the Manager.
The Department of Public Works shall be responsible for the functions and services of the Town relating to highways, engineering, street lighting, sewers and drains, waste disposal, water supply, public parking lots, parks, Town beach areas, and public buildings except those of the School Department, and such other public works activities as may be designated by ordinance.
The Department of Public Works, upon request of the Manager, shall cooperate with other branches of the Town Government by furnishing labor, materials and equipment, provided that the costs of such cooperative efforts are reimbursed by the agencies thus served.
(a) 
The water supply functions of the Department of Public Works shall be financed by fees collected for water usage, rental and services. The sewer system functions shall be financed by a separate sewer tax assessed by the Town or upon any other financial basis established by ordinance. The balance of the Department's activities shall be financed by an appropriation in the regular Town budget. In the case of salaries and equipment used by more than one type of activity, the expense shall be apportioned by the Manager.
(b) 
For those operations of the Department of Public Works not financed by the regular Town budget, the Department of Public Works shall submit a budget to the Manager prior to the time set for the adoption of the regular Town budget which shall show anticipated revenues and proposed expenditures. The Manager shall have the power to make such revisions as he may deem desirable and shall then submit it to the Council which shall have the final decision as to the actual operating budget for such divisions of the Department of Public Works.
(c) 
The sewer tax rate, or the rate for any other sewer revenue basis, and the water use rental and service charges shall be set by the Council upon recommendation of the Manager.
The Town Council shall appoint the Tree Warden who shall carry out the statutory duties of that office under the supervision of the Manager.
