A. 
There shall be a Municipal Youth Guidance Council, as provided for under N.J.S.A. 9:22-1 et seq.
B. 
The Council shall consist of seven residents of the Township, each of whom shall be appointed by the Mayor and shall have full member voting rights.
(1) 
The membership of the Municipal Youth Guidance Council shall include:
(a) 
At least one representative of the municipal governing body;
(b) 
One representative of the school system; and
(c) 
One representative of the municipal police department.
(2) 
The remaining four members may be comprised of residents of the Bloomfield community.
C. 
Members shall be appointed to serve for a term of three years or until their successors be appointed with the exception that the terms of the original membership of the council shall be so constituted as to provide that three of the members shall serve for one year, two for two years, and two for three years. No member shall serve on the committee longer than six consecutive years.
D. 
Upon the expiration of a committee member's initial term under this section, the Mayor shall either reappoint that committee member or appoint his/her replacement.
E. 
Vacancies shall be filled by the Mayor only for the unexpired term.
F. 
The members shall organize annually by selecting a Chair, Vice Chair and Secretary. The Municipal Youth Guidance Council shall meet regularly, at least once each month, and at such other times as its Chair shall direct.
G. 
The members of this committee shall not receive compensation for their services.
The powers and duties of the Municipal Youth Guidance Council are established by and set forth in N.J.S.A. 9:22-5 through 9:22-6.
