A. 
The following locations are hereby allocated to Babylon Village residents only, provided that appropriate stickers as distributed by the Village Clerk of the Village of Babylon are securely affixed to the bumper or other designated location of the vehicle to be parked:

(1) 
Parking at the Main Dock between 6:00 p.m. and 6:00 a.m.
(2) 
Resident parking lot located on Locust Avenue.
B. 
The Village of Babylon is hereby authorized to mark off individual parking spaces to be designated by lines painted or durably marked upon the street or parking field surface. The parking of a vehicle in any other area other than within such designated spaces shall be a violation.
C. 
The Village Board may, by resolution, omit the requirement for a parking permit on days designated by the Board.
Parking in the following fields and areas which are leased to or owned by the Village or under exclusive control of the Village shall be limited to Village residents and persons whose vehicles shall be identified by a sticker issued by the Village Clerk.

B. 
In reserved parking fields designated by sign or notice:
(1) 
Field 9 (Arink): northwest corner of Sammis Avenue, east of Colt Avenue.
(2) 
Field 12 (Shea): northwest corner of Sammis Avenue and Colt Avenue.
(3) 
Field 14 (Paddock and Paddock Extension): south side of Sammis Avenue.
A. 
The identification sticker issued by the Village Clerk shall be affixed permanently and displayed in full view at all times at the location on the vehicle specified by the Clerk. The license number on the identification sticker shall correspond to the license number of the license plate of the vehicle on which it is displayed.
B. 
Every person who shall park a vehicle in any areas or field described in this section on which no vehicle identification sticker is displayed or the identification sticker is displayed improperly or the identification sticker has expired or the license number on the identification sticker does not correspond to the number on the license plate of the vehicle shall be in violation of this section and, upon conviction, shall be punished by fine, imprisonment or both, as provided in this chapter. Every vehicle parked in any area or field described in this section which does not display an identification sticker in accordance with this section may be towed away, impounded and stored, as provided in this chapter, at the cost and expense of the person violating this section, as provided in this chapter.
C. 
The terms, conditions, regulations and fee upon which any identification sticker is issued by the Village Clerk shall be as authorized by resolution adopted by the Board of Trustees from time to time. The Village Clerk will maintain a schedule of fees and regulations relating to identification stickers, their transfer and replacement and the issue of additional stickers for vehicles in the same household.
D. 
The Village Board of Trustees may, by resolution, designate parking spaces in the municipal fields across the street from and behind Village Hall or at any municipal field to be used by Village employees and/or Fire Department personnel only during hours designated by the Board. Such spaces shall be clearly posted.
E. 
For all municipal parking fields owned, leased or otherwise directly controlled by the Village of Babylon, the Village is hereby authorized to mark off individual parking spaces and restricted parking areas, to be designated either by posting of signs or lines painted or durably marked upon the street or parking field surface. The parking of any vehicle in a manner other than that designated shall be a violation.
F. 
The Village Board of Trustees may, by resolution, allocate parking for residents and/or nonresidents in parking bays under the railroad viaduct, subject to any conditions and restrictions that may be agreed upon between the Village and the Metropolitan Transportation Authority. Any permit found affixed to a vehicle which is not being used in a lawful manner shall be confiscated forthwith by any appropriate special officer and shall be deemed revoked. Any such confiscated permit shall not entitle the holder thereof to a refund of any fees paid.
G. 
Whenever a Village of Babylon parking permit is required by the provisions of this chapter, it shall be a violation for any person, firm or organization to obtain and/or use such permit in a manner that is not valid. A permit that is not valid includes any permit being used by a person other than the person to whom the permit was originally issued or being used for a vehicle or for license plates other than the ones for which the permit was originally issued.
A. 
The following locations are hereby designated as municipal marina parking fields:
(1) 
The marinas at the municipal dock, Village pool and boat basins at Argyle Basin, Beach Canal, Boynes Canal, East Creek, Lewis Pond and Lighthouse Canal and such other parking fields as may be so designated by resolution of the Village Board of Trustees.
B. 
Parking, standing and stopping in municipal marina parking fields is hereby allocated and restricted to those motor vehicles which acquire and display a securely affixed appropriate permit on the right rear bumper as more fully set forth below. The docking and/or mooring of any boat at any municipal marina other than those to whom a permit or berthing rights has been issued shall be prohibited.
C. 
Restrictions all day, use of marina.
(1) 
Parking, standing and stopping at the fields designated in this section shall be restricted all day, all year, and only those vehicles which properly acquire and display the appropriate parking permit shall be permitted to park, stop or stand.
(2) 
Parking, standing and stopping at fields designated in this section shall be further restricted to those vehicles which are parked there for the use and enjoyment of the marina only. The use of the fields designated in this section for any persons who park at the marina and leave the marina shall be strictly prohibited.
D. 
The terms, conditions, regulations and fee upon which any identification sticker is issued by the Village Clerk shall be as authorized by resolution adopted by the Board of Trustees from time to time. The Village Clerk will maintain a schedule of fees and regulations relating to identification stickers, their transfer and replacement and the issue of additional stickers for vehicles in the same household.
E. 
The Village Clerk of the Incorporated Village of Babylon, or such persons as he or she shall designate, shall issue appropriate permit stickers and formulate such rules and regulations in regard thereto as the Village Clerk shall deem appropriate and proper to effectuate this section. The obligations imposed by this section shall bind those who operate vehicles or own vehicles which are parked, stopped or standing at municipal parking fields. Any permit found affixed to a vehicle which is not being used in a lawful and valid manner shall be confiscated forthwith by any appropriate Village officer and shall be deemed revoked. Any such confiscated permit shall not entitle the holder thereof to a refund of any fees paid prior, nor to the issuance of a new sticker.
F. 
At any Village-owned or -operated marina, bulkhead or other dock space, the docking and/or mooring of any boat to said facility other than by those to whom a Village permit or berthing rights has been issued shall be prohibited.
G. 
A permit must be obtained from the office of the Village Clerk in order to use the Village Boat Ramp located on the northeast end of the Village Pool parking lot. The permit is to be affixed to the trailer, and will have the plate number of the trailer as well as the plate number of the vehicle which tows the trailer. If the ramp is used to launch a jet ski, a permit is issued to be placed on the jet ski also. Only vehicles and trailers with a ramp permit are permitted to be parked in the Village Pool parking lot, before or after the posted hours.

(1) 
Only village residents who rent a boat berth from the Village of Babylon and have made payment for same are permitted to use the boat ramp without a ramp permit. (The exception to this is if a commercial hauler is being used; see below.) This is to put the boat in the water in the spring and take it out in the fall. The boat being trailered must have a decal issued when the boat berth was paid for. A large note should be placed on the dashboard of the vehicle which towed the trailer indicating the boat berth number.
(2) 
Commercial haulers. Any commercial hauler must obtain a permit at the Village Clerk's office in order to use the Village Boat Ramp. Fees will be determined by resolution by the Board of Trustees. Commercial haulers are only permitted to use the Village Boat Ramp if hauling a boat owned by a Village of Babylon resident. Proof of boat ownership will be required to be shown at the time the boat ramp is used.
A. 
Designation. The Board of Trustees may, by resolution, designate any parking field as follows:
(1) 
Unrestricted: where the general public may park passenger motor vehicles.
(2) 
Limited: where only residents of the Village may park passenger motor vehicles.
(3) 
Regulated: where the general public or residents of the Village may park passenger motor vehicles and the time for parking is controlled by a parking meter.
B. 
Time limit. In any parking field the time limit for parking vehicles may be fixed by the Board of Trustees in its discretion by resolution. The time limit shall be indicated by signs posted in conspicuous places or by parking meters placed in the parking field.
C. 
Limited parking field. Any resident of the Village using a limited parking field shall place upon his vehicle and maintain at all times an identifying sticker authorized by the Board of Trustees in its discretion by resolution and issued by the Village Clerk.
D. 
Prohibited vehicles. It shall be unlawful for any person to park, store or maintain a house coach or commercial vehicle in any parking field; except, however, that a commercial vehicle shall not be prohibited from entering a parking field and from remaining therein for a period long enough to take or discharge merchandise or property, to make repairs or perform services to any building adjacent to the parking field. Notwithstanding the foregoing, the Board of Trustees in its discretion may, by resolution, designate a section of a parking field for the parking of house coaches, trailers and commercial vehicles on such terms and conditions of a permit or sticker issued by the Village Clerk, pursuant to such resolution.

A violation of any provision of this article shall be punishable as provided in § 343-82.
