In their interpretation and application, the provisions of this chapter shall be held to be minimum requirements adopted for the promotion of the public health, morals, safety and general welfare.
A. 
This chapter shall not interfere with, abrogate, annul or repeal any ordinance or any rule, regulation or permit previously or hereafter enacted, adopted or issued pursuant to law, provided that, unless specifically excepted, where this chapter imposes greater restrictions, its provisions shall control.
B. 
Should any part or provision of this chapter or the application thereof to any person or circumstance be adjudged invalid or unconstitutional by any court of competent jurisdiction, such judgment shall be confined in its effect to the part, provision or application directly involved in the controversy in which each judgment shall have been rendered and shall not affect or impair the validity of the remainder of this chapter, or the application thereof to other persons or circumstances. The Town Board of the Town of Rosendale hereby declares that it would have enacted this chapter and each article, section and subsection thereof even without such part or provision or application.
A violation of this chapter is an offense punishable by a fine not exceeding $250 or by imprisonment for not more than six months, or by both such fine and imprisonment. Violations of this chapter shall be deemed misdemeanors. Each week the violation continues shall be deemed to be a separate and distinct violation.
