This chapter shall be known and may be cited as the "Town of Horseheads Zoning Ordinance."
The intended purpose of the chapter is
A. 
To promote the health, morals, safety and general welfare of the community.
B. 
To reduce congestion on the streets and highways.
C. 
To ensure safety from fire, panic and other dangers.
D. 
To provide adequate light and air.
E. 
To prevent overcrowding of land and avoid undue concentrations of population.
F. 
To facilitate the provision of public facilities.
G. 
To make provision for, so far as conditions may permit, the accommodation of solar energy systems and equipment and access to sunlight necessary therefor.
H. 
To establish zones wherein regulations concerning the use of land and structures, the density of development, the size of yards, the percentage of lot that may be occupied and the provision of parking will be set forth to encourage the most appropriate development of the Town in accordance with a Comprehensive Development Plan.
