A. 
The Town of Killingworth shall provide for the election of three alternate members to the Planning and Zoning Commission. Such alternate members shall be elected and shall not be members of the Zoning Board of Appeals.
B. 
There being three alternate members, each member shall serve for a term of four years. First and second alternates shall be elected in the Town election of 1987 and the third alternate shall be elected in the Town election of 1989.
C. 
Until said elected terms of office commence, the Planning and Zoning Commission shall fill the vacancies of all three members, such appointed alternate members' terms to expire upon the commencement of the elected members' terms. Charter § 4-4(f) shall be followed in filling such vacancies. Vacancies shall be filled in compliance with minority representation rules.
D. 
Such alternate members shall, when seated, have all the powers and duties of regular Planning and Zoning Commission members.
E. 
An alternate member shall be seated by the Chairman of the Planning and Zoning Commission when a regular member of said Commission is absent or is disqualified. The Chairman shall choose alternates to act in rotation so that they shall act as nearly equal a number of times as possible. If any alternate is not available in accordance with such rotation, such fact shall be recorded in the minutes of the meeting.
